She's right because that's exactly what she looks like.

Her dress is made of garbage bags.
Considering how she usually looks, this isn't that bad.

That is a very low key Chelsea outfit, especially compared to stuff she even wears on her show. Love her though the woman does no wrong in my eyes.

I had no idea who iCarley was. None. But I have heard she recently became legal and many a 'dad' are happy about this. Go figure.
